Presidente de Los EE.UU de Venezuela entre 1899 y 1908. Su gobierno fue el puente entre la Venezuela feudal y el comienzo de la modernidad, estimuló el nacionalismo al oponerse al bloqueo de los puertos impuesto por Inglaterra, Alemania e Italia.

En 1873 es electo Presidente de la República y gobierna en forma progresista hasta 1877; A la muerte de Alcántara se encarga de la presidencia entre 1879 hasta 1884, luego de 1886 a 1888, hizo un gobierno personalista y acomodó la Constitución a su conveniencia.
